Create a website where people can register, log in and search for large household items that other people who live in their locale don't want anymore. These items could include, but would not be limited to: furniture, beds, refrigerators, etc. These are things that people have in their garages or outdoor sheds that have been sitting there for years! I know, I am a pack rat! Many of these items are in great condition (or fair at least) and owners would be happy to give them to a family that is just starting out or to someone else in need. Owners could post items on website and choose who they would want to bestow the gift upon based on their evaluations or the requests they receive (or open it up to the voting public!) Gift recipient would be responsible for picking up item and owner would get tax write off. Could even sell ad space on website?? Both parties benefit: Item owner gets tax write off/Recipient gets free household items they may really need.
My daughter is getting married in August 2008. We were driving around in our VW van with some friends and she begins to tell us that D and C gave her an end table and a futon the other day...and that B and C gave her a dining room table, etc., etc. These friends had this stuff (in great condition!) sitting around for years. It just wasn't on their high priority list. When they saw someone in need, they jumped at the chance to unload it! I think there are a lot of people in the same boat.

Sounds like you are looking for something like www.neighborrow.com... and an unbiased person might mention freecycle.com here but we do hope you will use neighborrow instead.
Freecycles model is basically exactly what you describe where as neighborrow is more of a lending library of thigns that people STILL VALUE... but you can also donate things on neighborrow as well.

I like the idea and the value is evident -- does anyone know how other sites have addressed the liability issue that people may encounter when they 'provide' items to the market

You could even take that a step further and use the Google Maps API that shows Homes having garage sales in your area. Each time a member logs in to post a sale event, it would show up on the map.
